Resolved: Hi,

The connection issue between Azure and Ziggo has been resolved. As a result performance is back to normal.

A Path MTU black hole occurred between the office's Ziggo line and Microsoft West Europe. Full-sized packets from Azure were dropped on roughly half of all connections. Smaller packets continued to pass through normally, which is why DNS, TCP handshakes, and lower-bandwidth sites never showed a problem.
