Resolved: This incident has been resolved.

Monitoring: The fix has been rolled out to all servers in the Japan and Europe region. We will continue to monitor for a short while to ensure all is stable but generally the issue should now be resolved.

Pending the fix proves stable we will be rolling it out fully. Until the fix rolls out fully expect some cases where connection times remain slow still.
