Investigating: We are continuing to investigate this issue. At this time, it appears that this issue is occurring on an intermittent basis, but will cause problem for new users signing up or renewing a pass.

As a result, we recommend program operators to review their email verification settings to determine if email verification should be turned off temporarily while this issue persists.
